Buying a home in Miami: payments, documentary stamps and flood insurance

Most Miami households rent, and buying here means planning for Miami-Dade’s own deed tax rules and a state insurer that now requires flood coverage. Here is how the numbers add up.

Miami-Dade documentary stamps and the surtax

Florida’s documentary stamp tax on deeds is 0.7% of the price in most of the state, but Miami-Dade has its own schedule. Deeds for a single-family residence — which under state law includes a condominium or co-op unit — are taxed at 0.6%. Deeds for other property, such as a multifamily building, add a discretionary surtax of 0.45%. Any party to the deed can be liable for the tax; who pays is usually settled in the contract.

Citizens, flood zones and the 2027 flood rule

When private insurers decline a home, owners can turn to Citizens Property Insurance Corporation — under Florida law a government entity, not a private insurance company, created for applicants who can’t get coverage in the voluntary market. Citizens is phasing in a flood-insurance requirement set by the Legislature in December 2022:

  • Homes in a FEMA Special Flood Hazard Area with a Citizens personal residential policy that includes wind must carry flood insurance.
  • Outside those zones, the rule has applied since January 1, 2026 to homes with dwelling coverage of $400,000 or more. Dwelling coverage reflects the cost to rebuild, not the market price, so check the figure on your quote.
  • By January 1, 2027 it covers most new and renewing personal residential policies with wind coverage, regardless of value. Condo unit-owner and tenant policies are exempt.

Separately, lenders require flood insurance on homes in a Special Flood Hazard Area when the loan is federally backed or regulated. Check the address on FEMA’s Flood Map Service Center, ask for the seller’s flood history and elevation certificate if one exists, and price flood coverage before you lock in the rate.

Miami-Dade’s down payment loan

Miami-Dade County’s Homebuyer Down Payment Assistance Program lends first-time buyers (no ownership of a principal residence in the past 3 years) up to $35,000 — about 5.9% of the city’s median value. The loan is deferred for up to 30 years at no interest, with the principal due at maturity. If you sell early, the County takes a share of the resale profit that falls to zero after 6 years of ownership. You must be a Miami-Dade resident, put in at least 1% of the price from your own funds, finish homebuyer education and counseling, and earn less than $95,620 for a one-person household. Florida’s statewide programs are on the Florida guide.

Miami incomes and the median price

On the median income of $66,337, Freddie Mac’s 30% guideline allows $1,658 a month for housing — enough for about $215,000 with 10% down at today’s rate, against a median value of $598,200. Covering the median home within the guideline takes about $184,000 a year, 2.8 times what the median household earns, and that is before flood insurance. The affordability calculator shows the price your income supports. Compare with Tampa and New York City, or test renting against buying in the rent vs buy calculator.
